The racial SLA is there for builds that don't have native access to Scorch. If you are playing a class like Sorcerer that has access to Scorch, then you don't need to spend the AP in the racial tree for it.

racial SLA has at best 10 sec cooldown, while fire savant tree has 5 sec cooldown. They share cooldown also.
So when you come to the point where you can have both "(race) tier 4: Improved Scorch" and "(fire savant) tier 4: Scorch", you should make sure to take 3 ranks in the fire savant version, and 1 rank in "tier 3: ash" (not 3 ranks in Ash) + of course take "Improved Scorch" so fire can affect allmost everything.
Some people buy 1 rank of Ash and then Scorch above it, its kind of handy if you aren't a Fire Savant even with the SLA as Scorch is far reaching and cheap - or if you are but don't want to use your elemental form for some reason. It also gives a 5% fire vulnerability if you are an "every bit helps" type. I think your concern is valid in that context, I don't think you should need to buy Ash for Improved Scorch as the Enhancement works on both SLAs and the spell in general.
Most (if not all) identical SLA's share cooldowns. It kinda makes sense from a "well, I can innately use this spell" being a checkbox style standpoint? But it's rather annoying. Killed my idea of a Dragonborn Air Domain Sorc build right from my first test, TBH. Worse yet is Sun Domain's Searing Light SLA, it literally shares a cooldown with another Cleric SLA (in DD).
