No longer able to Bind and Attune at the Stone of Change?

Or have they changed how to do it?

Used to be (ddo wiki agrees) that item lvl squared of Khyber Fragments + the item would bind the item, to prevent permanent damage.

Can't get it to work, nothing happens.

On HC server...

misread it.

Thought it was talking about the old bug of no min lvl requiring 400.

Will teach me to read properly.
