Character and shared bank are not actually on sale. Checked on a character/account with no bank upgrades, not shared bank (base or upgrades), plat vault, crafting storage, or character bank.

Just chiming in that shared bank upgrades are indeed not on sale, they were the one thing I'd been hoping to pick up.

EDIT: Now the craft storage is on sale, as are SOME of the shared item storage (upgrades 1 through 12).

Shared item storage upgrades 13 and up are still NOT discounted.
