Can't be that. The NPCs are totally "innocent". Really!
Elminster would have been tossed into the Abyss years ago if the game had consequences. Grand larceny (often), murder (several), child endangerment (his daughter), and being
dumb enough to seal himself inside a can (literally). I'd love to see a quest where you could throw him under a chariot for all the times he's stolen credit, or abandoned a party.
