Game won't finish downloading/installing - "Cannot save data files" error msg

I'm trying to reinstall DDO after uninstalling it due to getting an error message when starting it up that said it couldn't find a certain file in my .dll library (but that seemed to be connected to the game booster program I had installed and was running. I stopped the program and removed DDO from the list of games to boost before trying to reinstall DDO). Now I keep getting an error message during the installation that says, "Cannot save data files." This happens when it is downloading/installing/checking the patch files, as far as I can tell.

ETA: It also says, "Done applying (0) patches" just before it says, "Cannot save data files."

I've disabled any programs that I think could be causing the issue, made sure all of the DDO .exe files are in the "whitelist" in my malware/antivirus programs, and even tried disabling my malware/antivurus programs. I'm not sure what else to do. Any suggestions?
