Do Speed Items increase casting speed for Eldritch Blast or other spells?

For example, Boots of Speed IX, in addition to a 30% increase in movement speed, also make "Melee and Ranged Attacks" 9% faster. Does the latter part include Eldritch Blast attacks? What about other spell attacks?

No. Speed items do not help with spells.

Quiken for spells and some ts cores for blasts will increase speeds not sure if the last core 4 works though

Speed items indirectly help with spells. They don't make you cast the spell any faster, but running faster means you don't have as many bad guys up in your face when you're trying to run away and cast a spell.

Jumping while you cast also mitigates the movement slow down you experience when you move while casting.

Very few things directly change your casting time - and all of the things that effect your casting time list it explicitly. Things like the Epic Past Life that speeds your casting or the Magister Epic Destiny ability that speeds your casting.
