Default U44.1 - 20 Monk - Shuriken Executioner (High Reaper)

"Inquisitors are lame so get on board the ninja train."

    Overview
The build focuses on insta-death shurikens using 'Executioner's Shot'. Shurikens generate a large number of guaranteed attacks which offset the 35% chance of the proc. Consume lets you get on with flipping out while things are sucked into another universe around you.

The version presented below is a 'final life ideal gear and past-lives version' which achieves high reaper viable insta-kill DCs (137 Executioner's shot and 141 Consume) while maintaining decent non-burst red name dps. I've explained stop-gaps and alternatives for past-life dependent feats, AP choices, and raid gear.

Swapping 'Scion of the Astral Plane' out for 'Scion of the Ethereal Plane' increases the dps (substantially) at the cost of DCs - if you only do raiding, or low-mid reaper, you should make this swap, as your DCs will be adequate to insta-kill anyway. Don't do this if you do any high reaper questing, particularly in Sharn where every DC counts. Your dps is fine anyway.

    Base stats
Lawful Neutral (Epic Litany is best-in-slot so you don't want to be good) Wood Elf:
    Dex 20 (+ level-ups)
    Con 14
    Int 12
Wis 15 (lose points from here if you don't have 36).

    Skills
    Heal
    Tumble
    Conc
    UMD
    Spot
Hide (in case you feel like going Ethereal Scion)
Excess into Jump (some - enough to hit 40 at cap; just use your excess)

    Feats
1 - Point Blank Shot, [Shuriken Expertise]
    2 - [Precision]
    3 - Rapid Shot
    6 - Completionist*, [10k stars]
    9 - Precise Shot
    12 - Improved Critical: Thrown
    15 - Improved Precise Shot
18 - Past Life: Rogue* (+1 all skills, 3x per rest - +level to Hide, and +15 SA damage / + 7 SA to hit)
    21 - Overwhelming Critical
    24 - Great Dex
[26] - Holy Strike (Ghost touch)
    27 - Blinding Speed
    [28] - Doubleshot
    [29] - Bypass Adamantine
30 - Great Dex, Scion of the Astral Plane

    * - not mandatory. WF: Ranged and WF: Throwing as alternatives will add +2 Ranged Power each for a total of +4.
    - Just don't take Quickdraw as you get it free from a Vistani core that you're taking either way.
    - Amusing alternatives include WF: Slashing, and Whirling Steel Strike, so you can off-hand a longsword.
    - The named longswords are pretty bad off-hands for a thrower (Tinah, Sword of the Sea - Freezing Ice doesn't apply to the main hand Shuriken).

    Enhancements
41 - Ninja Spy inc. capstone (+1 crit multi, +2 crit range, +2 dex, +5 SA Dice, +30% helpless damage, 3/3 damage action boost)
    26(+1) - Falconry (3/3 assassinate, +2 Dex, 3rd Core - Well-Rounded, Wis 3/3 clickie, 1x bird clickie recharge attack)
    13 - Vistani - (+1 Dex, Deflect Arrows, Quickdraw 5% doubleshot)
    00(+14) - W.Elf (7 = cores - +2 Dex, rest = filler)

All 5 wood elf cores are essential regardless of your racial point total (the accuracy is not negotiable). If needed, points for these come out of Falconry, starting with the Wis clickie and bird attack to recharge said clickie.

    Epic Destiny
    Shadowdancer -
    - 6 Dex
    - Stealthy 3/3, 1/3 Lithe, Meld 3/3, Grim Precision 1/3, Untouchable, 1/3 Executioner's shot, Consume.
    - No 'Pierce the Gloom'. You always hit (no grazing blows) except on a 1 in all content already.

    Twists
4 - Unusual Tactics <-- +2 assassinate. Super expensive at Tier 4. If you can't afford it or don't need to max the insta-kill DC, bin it.
3 - Whirling Wrists <-- 100% mandatory for +60% attack speed. This build would be unplayable without it.
2 - Pin <-- Nice to have for orange names / other deathwarded trash. If you're tight on Fate points, 'Stay Frosty', or 'Nothing' is fine.
    1 - Coccoon <-- mandatory in a reaper group
1 - Enlightenment <-- also mandatory but less so than cocoon. You need +1 Ki Gen somewhere - it's here, from 8 AP in Henshin, or from running in Water Stance. This is by far the least harmful of the three options.

    Reaper points
Dread Adversary - first 41 Points - Dex, Ranged Power, Cores and Reaper Clickies.
    Grim Barricade - rest

    Gear
    [] = raid gear
Helm - [Helm of final watcher] seeker 21, accuracy 34, q deadly 5, i Doubleshot 7 (wallwatch circlet as stopgap)
    Neck - [Family's Blessing] - Q Assassinate 2, I Armor piece 16, deadly 17 (family sigil as stopgap)
    Armor - Wallwatch - Hamp/PRR/False Life
    Gloves - Wallwatch - Dodge 21, Distance threat -33, 25% blur
Trinket 1 - [Epic Litany of the Dead] - +2 Profane Abilities, +4/4 Profane attack/damage (symbol of the slavelords, or, subtle sound, as stopgaps).
Trinket 2 - [Echo of Ravenkind] - ("Good" DR breaker for abashai in-quest where you still want high assassinate DC)
    Goggles - Legendary Collective Sight - Con 21, i Dex 10, Q Resist 4
Bracers - [Wildwood Wrists] - Wis 21, 13 Doubleshot, I Deception +9, Q Deception +4 (bracers of the fallen hero as stopgap)
    Boots - Slavers - Sheltering 45, Armor Piercing 28, Tendon Slice, Q Con 4, Augment: Hide +15
    Cloak - Legendary Cloak of Balance - FoM, I Seeker 10, Parrying 10, Q Dex 5
Ring 1 - [Ring of the Silver Tongue] - i Deception +8, assassinate 9, i assassinate 4, Improved Deception (celestial sapphire ring as stopgap)
    Ring 2 - Sigil of the Triumverate - Artefact - Dex 22, I Accuracy 17, I Deadly 8, Sonic Absorb 53% - (3 x Longshadow filigrees)
Belt - [Cornerstone Champion] - Deception 18, Q Wis 5 - (animated rope as stopgap)
    Quiver 1 - Epic Dynamistic - +4 Ranged Power
Quiver 2 - [Epic Purifying] - If you need blunt on the Barovian shuriken to bypass (draco)lich DR. Remember to switch back post-raid!

    Offhand
    LGS Legendary Radiance Kama
    Tier 1 Fire - 25% Fire Absorb
    Tier 2 Positive - +7 Insightful Con
Tier 3 Fire (secondary Positive) - +2 Exc Dex
(NB. I haven't made this yet. I doubt the radiance effect will pass from the kama to the shuriken but I still rate it as best in slot for the +1 Dex).

    Main hand
    1)
    Trash annihilator
Legendary Arc Ricochet - Ruby of Endless Night
    1 x Treachery / Twilight's Cloak - Dex 2
    3 x Treachery - Dex 1, 5 RP, Seeker
    1 x Twilight's Cloak - Dex 1
    1 x any Rare Dex
    2 x Long shadow - (1 dex somewhere)
(Combined with the artefact 3 pieces of long shadow, you end up with +4 Assassinate, 14d6 Acid per hit, and +6 dex)

    2)
Common DR Bypasser / Boss killer #1
Barovian Shuri - Ruby of Cold Iron
    4 x Shattered Device - 7PRR/5MRR/5RP/5% for bypass + 3/3 attack/damage, 3 DS, Ooze effect
    4 x Crackshot Negotiator - 20RP, 5 DS, 2MRR, 4 PRR, +5 Diplo, +1 attack/damage, +2 reflex
(Quick chat on DR bypassing - Cold Iron and Silver usually need Good as well so it made sense to chuck them all on the Barovian. Adamantine and Byeshk don't usually need anything else but that one bypass. I feated Adamantine Bypass as it's super common in Sharn. While it's easy to slot a Deconstructor, everyone else already does for raids. You want to be able to use an Arc Ricochet universally on trash in Sharn - which is a good mix of constructs / humans - so you want Endless Night instead).

    - A second 'Sigil of the Triumverate' with pure 20 Ranged Power in it (+10 rare RP, +5 rare RP spines of manti, +5 rare RP wreath of flames), to switch to for raids/long red names fights is ideal.

    3)
Weird DR Bypasser / staving off death from magic damage by raising the MRR cap set
1 x Spite (socketed with Byeshk and Chaotic)
    5 x Nystul's
    3 x Frozen Wanderer
(If you're actively attacking a mob, the DoT from Glass Splinters never does damage due to a delay on the initial tick of damage. Augmenting this once great weapon with 'Byeshk' was my official acknowledgement that it is now worse than the Barovian... but it has 2 augment slots so here we are. To break Rakshasa DR - read "In the end fight of Ruinous Schemes" - you need to both switch to Spite, as the only Piercing shuriken, and change to the Echo trinket as you need both Pierce and good)

    - NB. Obviously offense is a little gimped with this. I'm comfortable being sub-optimal, but still much more effective than not breaking DR, in the short end-game fights v Maruts (Killing Time and Legendary Tempest's Spine), Mindflayers (Legendary Hound and Cogs), and Rakshasas (Cogs).

    4)
    1 x LGS debuffer / evil bypasser
    Dust.

    Gear tetris considerations
    - You want the max dps of Wallwatch set, max dex, max deadly, max sneak attack, max seeker, max doubleshot, and insightful deception. This locks in a lot.
    - You want max assassinate DC for your insta-kill abilities which means the Ring of the Silver Tongue and Family Blessing necklace are swaps at a minimum.
    - Insightful con could be higher, and insightful wis's absence is conspicuous (I use a swap LGS kama when I know I have time to prep for 10k stars).
    - There's room to move around the assassinate ring in raids where sneak attack doesn't need improved deception to be guaranteed. Swapping to the ring with +8 Ranged Power in those circumstances is probably prudent. On a similar note, the raid necklace (family's blessing) over the quest necklace (family sigil) is also only because of the assassinate focus.

Total 122 (+56 Mod) - even if you have no past lives, you're well over 100 which is the cut-off for guaranteed 3 shurikens.
There is some weird bug around artefacts or something where you lose 1 Dex until you unequip, relog and re-equip. I can't reproduce reliably but it's super annoying and affects all builds I think.

    Doubleshot
    20 - Wallwatch set
    13 - Equipment bracers
    07 - Insightful helm
    10 - Doubleshot feat
    05 - Vistani enh
    09 - Past lives
    08 - Scion of astral
    02 - Guild bonus - seasoned archer
    06 - Whirling Wrists
    = 80

    Stats chat
You're over 100 Dex, so you get a guaranteed extra shuriken per attack from both of 'Shuriken Expertise' and 'Advanced Ninja Training'.
Doubleshot (sadly) does not apply to these second and third shuriken attacks.
You have 10k stars and 20 monk levels, which grants +100% doubleshot for 30 seconds every minute, so when that's up, you have 4 guaranteed shurikens per attack, with an 80% chance of a 5th.

Executioner's Shot causes death reliably, even more so with with 10k stars going. The odds of at least 1 star requiring the mob to save vs death are:
3.80 shuriken attack (Dex over 100 and 80% doubleshot) = 78.9% chance of a proc (accounting for 1 in 20 misses)
4.80 shuriken attack (Dex over 100, and 180% doubleshot from 10k stars) = 86.0% chance of a proc (accounting for 1 in 20 misses too)
It's enough that you can 360 no-scope something behind you and keep running without looking back. There's only a 1 in 5 chance you'll look like an idiot.
The executioner's shots work with IPS, so if you've lined up a giant corridor of scarecrows in R10 Into The Mist, you can and will murder them all in one laser beam of death.

    Final notes
You can soften stuff up in Sharn. It's worth holding left-click for a second or two prior to pressing 'Execute' in Sharn. You'll usually proc an endless night, and get the innate 'not full HP' save. You can even Pin first for safety.

You can burst your dps and you'll notice the difference
    1) equip a +7 insightful wisdom kama for the + to Ranged Power from 10k stars.

    2)
    30 second buffs in order:
    - Sneak of Shadows (has an animation so has to be first or you lose buff time),
    - Shadow Training II from Shadow Dancer
    - 10k Stars

    3)
    20 second buffs next:
    - Damage Boost from Ninja Spy
    - Reaper Doubleshot

    4) Switch back to correct weapon set and gogogo.

    Consume
Consume is amazing for spectres, phasing enemies, and maul rats. It also works through doors if the mob on the other side is active. Further, it's a good panic button to remove dangerous trash while you jump about. Don't get 'too get to use' syndrome with it. The cooldown is 2 minutes so just think ahead a little, and if there's nothing super worrisome, hit it for the next group and watch it disappear.

    Line stuff up
If you're hitting one mob per Executioner's Shot, you're doing it wrong. IPS works. Position smartly to create beams of death. Don't feel obliged to hard-target mobs either - if you know what's behind the door, line up a shot in advance, or if you just think you have a better angle than targeting any one mob, do it!

    Why 20 Monk?
I made this thinking Doubleshot applied to all 3 guaranteed shurikens, so couldn't give up the improvement to 10k stars from going pure monk. As it only applies to the first shuriken, it's not necessarily worthwhile (though it has nice perks). I'm still posting this as the build is very viable, and the monk speed and leap are good enough for positioning reasons that it might be accidentally optimal anyway. At the worst, consider this a proof of concept on viable DC, and one solution to Shuriken Shadowdancer gear Tetris.

DC screenshots below - no store pots / amber temple / reincarnation hijinks. I just stepped into "A Sharn Welcome" on Reaper and self-buffed (Yugo, Tensor's) as usual.

In Von 3 the breakables in the Troll Ambassador optional room are slow to get to and unnecessary for ransack.

A 36+ Tumble skill also allows you to do flips.

For twists, if you don't need the DCs from Unusual Tactics, how well would Primal Hymn's +10% Attack Speed with Throwing Weapons and Bows stack up on this build?

I just tried to find a thread on something super related to this and failed, but I'd read it recently. It basically said thrown attack speed caps out at a certain point though ddo doesn't announce this to the player. So, I think you'd want to test it (by throwing a stack of 100 shurikens to see how quickly they deplete with, and without, the twist).

If it does work I agree it's the best choice! If it doesn't though, Stay Frosty would probably be my first preference; or maybe even Stay Good or Sense Weakness depending on the content .

Lots of genuinely valuable choices, but agree 10% speed, if it appears to stack, is the best pick.

Couple of random thoughts. This seams a lot of effort to focus for an attack that has a 30 second Cooldown. In addition cant inquisitors get very similar ROF with less effort? My inquisitor has a standing 101 ds which is 4 volleys every animation.

My suggestion would be to try wisdom as your primary, build for falcon strikes, mass frog, EIN. That gives you 3 instant kills instead of 1. I suppose consume and EIN are comparable.

An int based inquisitor wizard in shadowdancer could do the same thing but also have dc casting as well.

No effort! I have clearly framed this poorly. I trade very little from a pure dps character to pick up 2 insane DC insta-kills. The 30 second cooldown isn't long; you open a fight with it, and you usually get another 1 (or more sometimes) in the combat in R10. You're also mostly just busy being a ranged dps.

    Trade-offs
    Feats
    - 2 Great Dexterity feats instead of Combat Archery [on a shuriken] (pfft) and Improved Martial Arts [on a shuriken] (pfft).

    Gear
    - Necklace - No relentless fury from the alternative necklace, and I have to cast true seeing. I get >100% armour piercing though, so maybe worth it? I am definitely killing trash more effectively than with relentless fury and no insta-kills.
    - Ring - I need Improved Deception anyway so it's not really a trade-off, but the +8 Ranged Power Ring is a swap.

    ED Ability
    - Shadow Imbuement - This is the worst one. If i went the Scion of Ethereal Plane version, and accepted mid-130s DC for Consume low 130s-DC for Executioner's Shot, I'd trade off one point of Dex to pick up this and Shadow Form.
    End of trade-offs

I imagine a viable high-int Inquisitor version of this could be made.
    - The only real freebie this build gets from Dex is +4 from Wind Stance (which you could more than get back from with Wraith form's +2 Int, and +2 Assassinate DC from Wiz 6)
    - It'd want to be an Elf for accuracy, so would have to go Sun Elf, which is fine
    - It'd lose another 1 Int as both +22 int minor artifacts are necklaces (so the +2 quality assassinate wins)
    - I don't know what minor artifact it would use, or how equipment shakes out, as the logical fallback of Con is only on gloves and they're not an option
    - It'd be actually good though I think, assuming gearing isn't impossible to overcome.

    I'd do 13 Rogue / 6 Wiz / 1 Barb:
    41 Inqui (Capstone)
    11 PM (Wraith for +2 Int & Assassinate 2DC from Core 3),
    08 Falcon (3/3 Assassinate),
12 Harper (Int to Hit/Damage and 3/3 KTA),
    03 Acrobat (Movement Speed),
06 more on +1 cheap Ints (Falconry, Harper, PM).
    Sun Elf Cores (free)
    - Mileage would vary on 3 cheap int versus snagging Deflect Arrows from Vistani, but legit, I might run this at some point.

Neither alternate build suggested is viable for high reaper:
    - Casting DCs and max dps aren't compatible in U44 for reasons across race, equipment (real deal-breaker #1), feats (real deal-breaker #2) and AP (real deal-breaker #3 specifically for Inquisitor - 53 of your AP are tied up with the capstone and wis/int to damage).
    - Wis-based EIN/Mass Frog/ Falcon strike. GMOF is terrible for ranged dps, and of these, only the Falcon insta-kill would work. Its cooldown is 1 minute and I understand it hits 1 mob once even with IPS. It's also only available at tier 5, using too many APs and the tier 5. This would not be a good build.
    - Int based DC wizard in Inquisitor - this isn't realistic by a long shot across gear, feats and AP. I'd potentially suggest trying to plan out a character in full with post-Sharn gear to get a feel for how difficult it is to do more than 1 thing well now.

    Dont know how assassinate works.
    But i think 13 monk 6 ranger 1 figther
To get called shot every 6 seconds is still a good option.
I really liked it. What u think?

Have u tried shiradi? I preferred shiradi over shadow for my inqui...

I really liked it. What u think?

Have u tried shiradi? I preferred shiradi over shadow for my inqui...
    Need to test fury...
I'm not really the person to ask about pure dps Inquisitor builds but I don't think that's a good split since you're not centered, so you don't get much from Monk.

At the least, I'd change the 13 Monk to 13 Rogue and the 1 Fighter to 1 Barbarian for a slightly faster run speed overall (from 3AP in Acrobat for 13% and 10% base from Barb), and bonus free 7d6 sneak attack. But at that point maybe another split entirely is worth considering - I assume there's a build somewhere on the forums for something like 'max dps Inquisitor' but I'm not up to date on the conventional wisdom on what it is sorry.

I wouldn't run in Shadowdancer as a ranged character if I wasn't speccing for Executioner's Shot and Consume. I'd definitely go Shiradi or Fury with 6 Ranger since you have Sniper Shot to augment with either Hunt's End or Adrenaline.

Fantastic build! I the age of inquisitors this is another ranged alternative which I love. Question for you, how would you rate your dps outside of insta killing compared to inquisitive or other pure dps builds?

Thanks! And hard question - umm... so it's more than my Ravenloft-geared Inquisitor did in Shiradi, but that's not a super fair comparison. It does more than my old electric dps artificer too, but that was under the old destinies so probably silly.

Compared with a similarly past-lived and contemporarily-geared Inquisitor, I'd guess... ~60-70% of the dps when 10k stars is down and we're both firing normally, but during the 50% of the time 10k stars is up, it does more damage than a non-NHB-ing Inquisitor?

The issue is you don't get the free 35RP injection from the Inquisitor tree, and then are another 24RP down from not being Shiradi, and don't have Hunt's End or Shoot Later. You make a lot of that back by the huge injection of added Ranged Power = WIS score during 10k stars, which is up 50% of the time, and you also get a guaranteed bonus shot so you're 4.8ish vs 4 for an inquisitor (inquis should be sub 3.9 optimally imo; my maths says go RP over doubleshot virtually always since they're 1:1ish in dps dividends, but the ratio the game gives you on filigrees is 5:1). Apart from that, Shurikens have +1 on 19-20s crit multiplier - (Fire Stance's +1 19-20 multi in addition to the competence/OC/ED ones).

Base weapon damage is lower on shurikens; Wis KTA doesn't stack with insightful Deadly unlike Int KTA; and you lose 6 damage from 3 Ranger PLs, but honestly, the 10k stars injection makes up for it. You're not awful in the meantime either.

It's honestly 'decent' even in non-10k-stars downtime. You do have to consciously swap sets (to max RP) and go to Fire Stance though when you want to smash a red name; the Dexterity filigree set for assassinate DC isn't ideal dps though you'll earn legit kills outside of the insta-kills even in a good party on R10. If you're kiting a Doom Reaper, you'll be staring at your 10k cooldown saying 'c'mon c'mon' though.

If you're in something where the Inquisitor won't run out of bursts, you're definitively B (not C or D) tier to Inquisitors, but 10k stars doesn't run out and you're not 'bad'.

For the little it's worth, this build has 'won' the kill-count game in most content (EDIT: And 'lost' it to good inquisitors (not to mention wizards) too; just saying it's competitive!), including junk like R1 DoJ where everything is deathwarded (probably attributable to monk speed more than anything, but y'know!).

Hahaha this was such an equivocating post but whatever. I think the short version is, "I don't find myself frustrated by lack of dps, but 10k stars is a huge boost, and inquisitors in content where they won't run out of NHB boosts are definitely higher dps."

So is the accuracy from Woodelf or elf a must? How much does it make a difference?

I'm honestly not sure (I attributed the never missing save on a 1 to Wood-elf, but it could just be the gear set) - I'll test on the weekend as a non-pure Monk variant would want to pick up crit range from somewhere and halfling would work well.

Honestly, I think Wis KTA should stack? I know enough people, including Devs must have played Int-based inquisitives, to be aware that Int KTA stacks with insightful deadly. My vibe was always that KTA or the Wis KTA were a reasonably hefty AP investment so you should get the pay-off. They wouldn't really be viable choices otherwise (on live I've now dumped the WIS KTA for 5% more doubleshot through Vistani).

Weirdly, this build is particularly good at killing uncontrolled Doom Reapers!

Unless I'm zerging the saga for mats, I only run R6-10; usually at literally 10. R10 is a Deathward-fest! Doom Reaper pfft; Flame Born / Mark of Law / Hero's Soul / Light Bringer champs are way more annoying as they could be ranged / casters.

For Doom Reapers, unlike the rest of the party usually, my run speed backward is higher than their run speed forward so I do try and (if we don't have a tank) burst immediately for both party safety by getting aggro, and killing.

I don't think it's possible to get you to change your opinion on the likely dps output of this build through text given your prejudices. I'll try with '10k stars is up 50% of the time and adds your wisdom to range power and gives you just under 5 attacks a click', but I don't have a lot of faith.

I thought about posting a video of this in action so people could get a feel, as I appreciate it's hard to tell build viability from a post unless you've played something similar. I haven't ever tried to set up OBS, but coming back to the game (for Hardcore then staying) and catching up with the forums, I realised this opinion of "is not inquisitor; must be gimp" was going to be common. Setting it up, making a youTube, then uploading it all seems like a pain, and I think your post is probably indicative of the target audience so it's unlikely I'll bother. Genuine offer to anyone interested to hit up Aggrim on Khyber if I'm on (and free) for some high reaper if you'd like to see it in action - I solemnly swear to solo a Doom Reaper.

Sharn changed a lot in terms of the sheer volume of additional +deadly and +attribute damage available. On the int-based inquisitive crossbow version of this (optimal is using the exact same gear and just swapping I Dex on Collective Sight for I Int, Wis on Bracers for Int, and Slavers' Crafted for Q Int), base weapon damage is <15% of the total damage per shot. Don't make it though - Komrad is correct that I think inquisitives have been bad for ddo by clogging up 53 AP including the T5 and capstone, where build diversity and customisation were the game's greatest strengths.

    Re: nerfing inquisitives
I'm on the fence. Some new and returning players really like them anecdotally, and it's good to have a fun, powerful, easy-to-play class to get into the game.

I don't think it is controversial to say that it is a tree that has reduced build diversity. I also don't think it is controversial to say the game's overall challenge is lower now. Combining those statements, one could conclude the tree was 'over-powered'. But it's done, nerfing drives people away, and I'll be playing one next hardcore season (though I'd play this build in preference if it were only in Epic levels).

If they do anything, and I hope they don't as live-and-let-live, I'll be way more annoyed if they nerf ranged power generally rather than reducing inquisitor's 35RP injection.

To make the game hard again for those of us unstressed by R7 Doom Reapers, I'd like to see weird Nightmare modes like you get in Warframe. "HP/SP constantly drains" / "No Armour (read PRR/MRR)" and the like. But predictable; not RTSO random lightning hits to induce helplessness like in rat studies.

I disagree that you need Elf's racial accuracy and would always go with Halfling masterrace for Shurikannons or other ranged. Height advantage + SA from racials APs is too good.
Removing Boss SA immunity even when you're the one with aggro is actually YUUUUUGE for Dex-based Scion of Ethereal Max SA toons, so
the only 2 optimal thrower builds would be either 20mnk in SD (yours) or 14mnk/6rng in Fury (or Shiradi). The latter build which I myself enjoyed very much had the power to simply burst all the mobs with the same speed and efficiency, as your build would using Executioner's shot.
The bigger downside to the build is not having enough Damage Boosts that can't be regenerated thru Draconic Reinvigoration (old bug). Any other AB like Haste boost is wasted on a shuriken toon unless you just use a Deadly Rain weapon swap for the 20RP boost.
That and 50 MRR cap are the main reason why I ultimately abandoned that playstyle and went with Inquisitive.

PS.: I believe Spite is atleast 14 damage ahead of any non-raid shuri due to loaded dice alone. Plus, even it's nerfed state Glass Shards is actually useful when it ticks on phasing mobs/bosses. I used to have Pierce Silver + Deconstructor augment + Echo of Ravenkind swap for DR bypass whenever needed.

Hmmm. Well if the whole of range gets nerfed as part of Inquis getting nerfed then the insta kills of consume are very nice. I've watched Aggrim and they're pretty effective in the whole R6 to R10 thing. I guess though you say you've already tried it though and you don't like it as a playstyle so that's that.

This is a restatement of the accepted wisdom from Shuricannon threads circa 2018 and things have changed. I think it has been a substantial number of updates, including Sharn since these opinions, which I shared, were accurate.

Quickly, and the explanations of pros and cons are longer in reality but this isn't the most interesting chat for me as most of this explanation is easy to discern from the build post if you had tried:

    - Halfling is exciting for the critical range bonus if you can't otherwise get it. I'd go it by necessity on any non-pure Monk thrower. 20 Monk with 14 Racial Points is much better off with Wood Elf. The PBS/SA range increase (enormous), 10% move speed really often, Accuracy and 10PRR are many times better than the height thing and 3 SA dice. I am confident that the Accuracy from Wood Elf makes for far higher dps than the SA. Wood Elf over Halfling from a min-max perspective isn't in the realm of opinion for a pure monk thrower.

    - Yes, SD SA immunity removal is awesome. I do run this in Ethereal sometimes and it's good dps; the DCs still feel good in most content too, but not no-fail-y in Sharn R10 too.

    - A Shuriken build not running in SD for instakills doesn't make sense to me. If your build is only attempting to do ranged dps, do it with the highest ranged dps in game and be an inquisitive.

    - I don't care about damage boost recharges very much... it's like 30RP vs ~200ish. It matters and I press it, but it mattered a lot more in Shuricannon days. Deadly rain I don't think is optimal v shattered device and crackshot any more. Again, these are newer sets I'd suggest trying with a thrower. I'm questioning why I am responding to a 6 Ranger / 14 Monk Shiradi burst dps comparison as that build would be almost just objectively worse than an inquisitor.

    - 50 MRR cap is indeed annoying. Spell absorb plus a Nystul's set feel mandatory. Where you need it, it's never going to be monk optimal content - but I'd contend 'where you need it' is close to literally just THTH.

    - I also used to slot Deconstructor, pre-Sharn. I include a chat about DR and the deconstructor in the build post.

    - Spite's base damage is fine but you've honed in on one piece of a larger gear slotting issue in a vacuum. I wouldn't go past the convenience (and semi-comparable damage via 18d6 of elemental nonsense) of the Barovian as a red name killer with triple DR breaking across good/cold iron/silver. Arc Ricochet for trash is a no-brainer for blunt and sup. vorpal reasons - and obvs it wasn't available in Ravenloft times. Spite falls in the gap between not being best trash, or breaking much DR; it defaults to a catch-all by lacking vorpal or DR bypass convenience for those reasons not so much it being woefully sub-optimal dps. If you had, I suppose 3 Spites, and multiple more full (rare) sentient 8 jewels to cover your DR situations, and were willing to use something else in Project Nemesis then go off.

    - The DoT means you can't use it in PN because you have to prep stuff and it is definitely now an active negative. This idea of usefulness on bosses is not right; I literally can't think of what quest or raid you mean where you want to hit it a few times every ~10 seconds and not between. It would surprise me immensely if someone who had used it with any regularity post-nerf would argue the DoT is useful.

Your posts just don't feel to me like you've played a thrower recently much less in high reaper. I'd honestly suggest trying a thrower again if all ranged don't get nerfed to oblivion in the next patch or two.

The DoT IS useful because you can literally see where the boss/mob is while it's phased out.
I never said anything about the damage, no one cares about that.

Everything else is meh, dealers choice.

    i wasnt speaking about inqui.
i was speaking about a shuriken build, using called shot....
i build for raid so i generally don't need instant kill, i need to kill red names.

im not sure inqui is so better than shuri

So I ran this build through my planner to see how well it does and because I am interested in maybe running this build sometime in the future.
Doing so, I managed to track down ~5 data errors which are all fixed for the next release. I will also be including the file as an example build in the future.

With no further ado, here is what the planner came out with (I did the gear layout for standard trash annihilator):
