(So, for any who have joined the game (or forums) recently, here's a quick explanation...)
For DDO's anniversary (which formally falls in late February), they always give away "stuff". This last year, for the 13th anni', one of the things they gave away were 13 cosmetic cloaks, one a week for 13 weeks:
Each account can redeem up to 13 codes* (all the same, one of each, or mix and match). Cosmetic cloaks fit into the cosmetic cloak slot on your inventory sheet, so "1/character" doesn't take up extra room.
(* Link in OP, above. Keep track of which codes you're redeeming if you want 1 of each, the store WILL allow you to redeem the same code more than once!)
Offer was stated to end "at the end of this year" (or so?), so only a few more days!
