Assuming Windows - try turning off UAC completely and then do a full repair (download 12gb).
    That fixed things for me.

Windows 10 yes, but unfortunately turned of both firewall and anti virus and ran in admin mode so no UAC but still the same error and no result

Wanted to play DDO today aswell, opened the launcher only to find this exact same error (403).
Tried to fix it with the help of my guildy in discord, we tried the Repair game data and i checked my firewall settings.
My last hope was to delete the game and reinstall but after seeing this post i have little hope it'll fix it for me either.

Any dev know where to look to get this fixed?

Did you try turning off UAC before doing the full repair? That worked for me and atleast one other poster.

Not yet but did it just now. Sadly still a failure, but this time it says: Unknown Error: E_FAIL

There are some minor differences between right clicking and choosing "Run as Admin" and actually logging into the computer as an Admin. Couldn't hurt to try both. Also, try making a copy of the userpreferences.ini file, then deleting the original and trying again. Typically the file is located in the "My Documents" blah blahsometthing.. My documents/ Dungeons and dragons online/ userpreferences.ini

Copy it, or rename it to tempuserpreferences.ini then delete the userpreferences.ini and try to run the launcher again.

Also, you should be using DNDLauncher.exe if you are not already.

Start the launcher, but dont log in. Click the down carrot, the little arrow aimed downward. Open the launcher options. Makes sure the proxy tab is on no proxy?

In Control Panel on you computer, is there a Akamai settings icon? Is anything from Akamai installed on your computer?

Is your harddrive full? Do you have enough memory? Is the swap file turned off? etc, just spit balling here

Did you turn off your anti-virus and run the launcher with admin privileges?

Found it, wasn't UAC but the anti virus after all:

Seems Fsecure stops stuff even if you turn anti virus deep scan and all the other options off. But when going through the options i found I had added DndLauncher.exe to the exclusions file years ago, but the last patch must have changed the directory structure so my exclusion no longer worked, after updating the directory path to the new patch introduced by this patched I could update the game normally and log in again.

    thanks for posting

really it's unimaginable given the vast panoply of computer systems and configurations that a game can work across all of them. it's very valuable when one of us finds a weird way it doesn't to let everyone know how specifically it does again

    Default Here

I also had launch and loading screen issues more than a couple of times today. You can add some minor lag issues; but wasnt a killer.

    Also windows 10 here.

This is my own computer, if i try to change anything significant itll ask me if i want to run it as admin. I dont think the running as admin is the problem in my case.
Tried the Userinterface change, it didn't help.

Also, you should be using DNDLauncher.exe if you are not already.
Yes, did, done, doing, still no positive result.

Start the launcher, but dont log in. Click the down carrot, the little arrow aimed downward. Open the launcher options. Makes sure the proxy tab is on no proxy?
Did this, again no posivite result.

In Control Panel on you computer, is there a Akamai settings icon? Is anything from Akamai installed on your computer?
I think i've deleted the Akamai thingy a loooong time ago, at least long before i had this login error, it never resulted in an error.

Is your harddrive full? Do you have enough memory? Is the swap file turned off? etc, just spit balling here
    Is your harddrive full? Nope
Do you have enough memory? Yes
Is the swap file turned off? Dunno where to find this, haven't changed it i think?

    just spit balling here
    Thanks, it's much appriciated!

EDIT: Tried the advice in the next post about the Fsecure exclusion, that fixed it. See my next post.
