Best Laid Plans Bugging Out and Uncompleteable

2x this morning Best Laid Plans has bugged out at the same point in the quest.

Cleared first guards in office, pulled lever, cleared basement, cleared all 4 waves of guards.

Now at this point I cannot recall whether you confront Victor or Kill the waves of Forge Wraiths. Regardless, the wraiths don't appear and Victor is not useable.

Two FLIPPING times ffs.

I had it bug out a couple days ago, in basement I partially stopped some wraiths spawn and partially killed some (optional related). I had collected the containers that were saved. Later, at the end stage where Victor is supposed to spawn forgewraiths, several didn't spawn (the ones in the main area), and despite running around for 20 mins I could not end the quest. This has happened once or twice before.
I think it's easiest to let the wraiths spawn in basement. It seems to help the quest not bug out.
