Also, why would anyone play a Lurker as a rogue melee? Anyone playing non-tanking melee would pick Brute instead, no?

Lurker is probably a bad name for it, the idea is to allow some hybrid caster melees to take that feat e.g. Paladins, Rangers, Bards who want to be able to use spell power.
