Mob CRs of low 30s-40s for Sharn on EN/EH is slightly higher than Inspired Quarter on Heroic Elite.
The mobs have slightly more hp and saving throws than mobs in heroic elite IQ (3500 hp on epic normal).
However, their AC values are ~100 or so, which corresponds to CR65 EE mobs.

AC in EN/EH Sharn seems too high for mob CR
