Inquisitive is the only way to roll on a ranged toon right now.

At cap or while leveling?

While leveling, the obvious answer is for max DPS bow is Ratcatcher.

2 Artificer, 6 Ranger, 12 Rogue (could play around with Ranger vs. Rogue levels)

Inquisitive, Sneak Attack dice out the wazoo, IPS at 15 (you can't get IPS at 12 without sacrificing at least a fair amount of of good stuff). Play an Iconic if you want to have IPS right from the start.

William Tell was an archer too.
