Default Cause Fear and Doom, a case study

So, we have these two spells, Cause Fear and Doom.

    They're the same level.
    They are both single-target.
    They are both Necromancy.
They both have a Will save.
    They are both Fear effects.
They are both resisted by Spell Resistance.
Cause Fear costs 6 sp, Doom costs 4.

Everyone who gets Doom as a spell also has access to Cause Fear.

Cause Fear makes an enemy Frightened, and if they MAKE a will save they are then Shaken and get a -2 to attack rolls, saves, etc.
Doom makes any enemy Shaken if they FAIL a will save.

Why. Why. Why. WHY. would you EVER use Doom, since it does, on a FAILED save, what Cause Fear does on a SUCCESSFUL save?!

With as few spells as there are in the game, why are so many of them redundant and/or completely useless?!

Excuse me, but the first part of your post sounded to me like an high noon shoot-out between 2 necromancers. "This city is too small for both or our unlives."
I have a very vivid imagination.
"You are a Tiefling. And a Cleric, with the Domain of the Sun. Doesn't that contradict each other ?" "No, all my friends are playing evil. I found that so boring that I decided to be on the good side. And, besides, Sun and Fire, where is the difference, really ?"

Im not sure, dont sue me, but dont fear effects stack? So you cast the better spell, then you maintain with the cheaper spell, stacking them back into the level of fear you want, etc. IDK, just guessing really.

Had a bit of fun fearing the reaper away on sub level 4 heriocs, before we got reaper points to spend.

    I was thinking the similar.

In fact I have been testing Doom without good results : (

Per the Wiki Doom last 1min per level but the in-game tooltip has it listed as 54sec on a 5 level Cleric.
    <one is wrong>

I thought for Boss fights Doom would be nice vs. the 6sec to 24sec of fear (4sec for the Shaken part)
Then maybe bestow curse to help the party.

To add to this what about Bane?
AoE and no Spell Resistance for 4sp but only -1 to attacks and -1 save vs. fear only.
