So, Otto's Irrevocable Power has a 4-item bonus of +2 to all DCs. Eye of the Beholder has it as well. If I use my 8 slots (5 in weapon, 3 on minor artifact) to have 4 pieces of each, do I get +4 to all DCs? Or am I just being greedy.

Not greedy, as pshychoblond said it's stacking and it's working as intended. For the minor artifact you can get +2 stat with threads and two +1 stats for another +2 dc.
