Solid none-Raid Lv 28 Heavy Armor

So I left before Ravenloft hit and jumped back in around 2018 Mabar.

I have been running builds with Heavy Armor (I tr quite a bit so actual Class/Race Mix will change) and wanted to know what would be a " subject line".

Looks like my best bets are: Legendary Executioner Plate (Slavers) OR wait until Cove drops again and get an updated Cove Plate.

Are these two my best bets for " subject line"?

IF you have Legendary Hound/Tempest Spine Runes you can turn in for some pretty decent Armor. The ML was lowered to 27 several weeks ago.
