SO my hard drive died on me last night in the middle of playing. I had to completely install all new windows, drivers, all software and DDO (which just finished updating).
When I log into my account there are no characters to play. Everything is gone!
I am guessing this is from some file on my computer no being checked by the launcher. Anyone know how to get everything back to normal.

Boromir is slain (he really should have purchased armor and a ranged weapon during character creation), and the Halflings are taken.

I think you may be right, after only ever playing on one server for all this time its not something I think about.
