Is there anyone out there that could activate the Swirling Icy Shield from there shortcut bar? I can't seem to get it to work.

Is there anyone out there that could activate the Swirling Icy Shield from there shortcut bar? I can't seem to get it to work.

Drag the weapon to the hotbar? Click once to equip if its not alreadly, then click again? What happens when you try? Sometimes people try to drag weapon sets instead of the weapon directly, sets won't activate the on weapon clickies I think though.

I have not tried but by design the item has to remain equipped for the effect to stay active. Are you not able to even activate the effect?
