I have the option to copy any of my characters except my dragonborn.

Is your dragonborn the leader of a guild?

Guild leaders are not able to use the character transfer/copy tool. If someone wants a Guild leader copied to Lamannia they would need to temporarily shift guild leadership to a different character, go through the copy process, and then shift guild leadership back to the original character.
