Default ML 14 items with very high stats : where are they from?

I saw some ml 14 items on the shard exchange with extremely high stats...there's an amulet on cannith that has +10 WIS and +250 SP, which is much higher than you can get at ML 14. It's got the blue border of a named item but seems to have random generated stats (judging from the fact that there are other items like these, most of them with bad combinations). The description says "This item has been specially created and cannot be used for Cannith Crafting."

    Where are these items from?

The Shadowfell expansion quests/wilderness areas (wheloon and stormhorns) have a chance of dropping these in chests and on the chain end rewards.

Do they still drop, or is it a relic of the past?

They still drop, they are halfway considered named items. So they have some unique designs too.

Item with Wondrous Craftsmanship enchantments used to drop in Wheloon and Storm Horns quests, as well as in the chain rewards for these quests. All items with Wondrous Craftsmanship are Bound to Character on Equip. Some of the items had unique appearances, such as the wondrous heavy mace. These items never had augment slots. The items used to be craftable. Compasses (wondrous trinkets) were the only randomly generated trinkets in the game.

Following the Update 29 randomly generated loot changes, after several unfortunate fixes, the following applies to most legacy wondrous items:

    They are no longer craftable
Most are now ML 14. This includes cosmetic items created via Mirror of Glamering!
They have the hardness and durability of ML1 items.
All weapons have exactly 1[W], regardless of their minimum level.

As of Update 36 (or earlier) new type of unique rewards is now available in Wheloon/Storm Horns:

All are Bound to Character on Equip and have the Masterful Craftsmanship enchantment.
These items have 3 enchantments, all provide the maximum effect available for their minimum level.
    Chance for augment slot.
    Chance for Mythic Boost.

So they cant be obtained anymore....guess thats why they are so expensive then. Shame that the current masterful gear from wheloon is trash now...given that you can just craft 3x effects anyway, with the same or better scaling.
