If I go ahead and buy the $40 sharn expansion, then month later I decide, hey I want to upgrade to the $129 expansion, how does that work? Can you even do that? If so, do you pay the difference or the whole amount?

I'd actually like to hop onto this as well and join in on asking. As before xmas 2018, it was just a matter of applying the expansion pack code into the store. Now, I'm not so sure.
Before: Buy normal pack, get code, put into store. Have normal pack. Then when you buy a higher pack, get code, put this into store. Have the higher pack.
Now: Not sure this is possible anymore. Someone from SSG will need to clarify on this.

I want to second this, thinking of upgrading to the highest but don’t want ti be out 40.00 dollars.
As far as I know they have never offered "upgrades" to expansion packs. You can always purchase a higher level edition, but there is no credit for owning a lower edition. Case in point - I bought the Shadowfell Standard Edition($29.95) expansion when it came out and recently bought the Collectors Edition($49.95) when it was on sale for $34 last fall. I did get all the extras that came with both editions but I basically paid $34 for 2 Iconics, 3 character slots, 1 learning tome per world, and 2000 TP. Hope that helps.

Hmmm, there's a thing though. As far as I know, "Upgrades" via the system you described fully worked back before xmas 2018. But during then, SSG implemented some change that supposedly prevents players from purchasing the same pack and applying it to the same account.
I'd like some clarification on whether the "same pack" consitutes the Expansion in its entirety and all the variations of the Expansions available. Or whether it is possible to puchase the Basic Pack, Collectors Pack and the Ultimate Fan Bundle Pack and apply ALL of them to an account? Or in the case of the older expansions, the same thing?

That is a good question that needs a good answer. I will be waiting for an official response also as it will affect my purchase plans in the future.

My initial assumption was that yes you can do it, but have to pay full price. This is how I think it is currently working. I do remember reading about this in a thread I cannot find. I will search for it.

With Shadowfell Conspiracy, if you buy the lesser and the buy the better, all bonuses stack - you get +3 character slots added to the previous +1, etc etc. But, yes, you pay full price for the 2nd one. (Works the other way too, adding the lesser perks to the better.)
That's the closest example I know of.
