Overall I think the loot in this update seems to be an afterthought.
I’m hoping the minor artifact roll out was intentionally left with room for growth. I like the thought but these items are worthless.
If anything you could have made the artifacts trinkets, but it seems a perfect opportunity to make destiny specific items.
Also with the focus on Sharn, but the support and revinue coming from classic pnp modules. Why didn’t we have the artifacts come right out of the AD&D artifacts book? It would have tied some game play to classic pnp, and enhance the game sort of the way the monster manuals did?
All’s and all I’m disappointed in the gear this update as a lazy cut and past that does nothing but add to power creep.

Make the attribute Exceptional +4 instead standard Enhancement 22
The Insightful/Quality Accuracy/Deadly is fine for melees.
The Insightful/Quality Wizardry/Spell Focus is fine for casters.
Add a new very special ability related to Race, Class or Epic Destiny.
This would make them unique and feel like something special, which an Artifact should be.

I have a suggestion. This may seem too "on the nose", but I really think that the minor artifacts should grant ARTIFACT bonuses. So instead of +22 to an ability score, a +4 artifact bonus to one ability score. Likewise, appropriately sized artifact bonuses for the other effects.
You may need to keep in mind the set bonuses (which are also slated to be artifact bonuses), so that artifacts don't have effects that overlap the set bonuses, or at least the set bonuses they are likely to be paired with given the nature of the artifact and the nature of the set.
As this is the first time artifacts are being introduced, now is the time to think carefully about a coherent long term design strategy and get this right. It only makes sense that artifacts grant artifact bonuses.

Are these raid only drops, or do they also drop in the quests? I know someone else asked this, but I haven't seen a response yet.
I'm not sure I agree with giving access to filigree slots/sets pre-epic, but the fact that early epics is in sore need of more itemization cannot be disputed.
White Plume Mountain did a little to help this, but since then the concept of releases with multiple epic levels seems to have died. Lynnabel has said several times that she isn't going to touch the L20 Epic crafting items until she is done with the entire list of heroic items, so that potential source of early epic itemization is years away.
But something needs be done for low epic level itemization, and sooner rather than later. Artifacts that could be worn at L20 would help. Top level gear is fine and dandy, but unless it is needed to defeat the content it is just unnecessary power creep. And people who don't sit at cap have very little use for items they will only wear for 1 level before they reincarnate.
