It's usually in whatever contract you negotiate with the ISP. So it's not an "if", it's a real thing. As stated by a previous poster, this is generally business accounts, not your home cable/DSL or even fiber. Think about a server farm - if they do not have a "guaranteed uptime" clause with their service provider they could stand to lose millions of dollars in revenue due to outages.

I could agree with you if people were flaming, or using ALL CAPS, or maybe bold and underlined words with lots of !!!!!!! at the end of their whiny self entitled bratty unreasonable expectations. But in reality you simply attributed motives to other people's posts which did not exist anywhere except in your own mind.
So this is the real crux of the situation. Your opinion is different than other people's opinion, so in order to make your opinion more relevant, you do so by knocking other people down. This does not make you a better person. If the forums bother you so much that you are "disgusted" by someone engaging with SSG with a different opinion than your own, perhaps you should avoid them for a while.

What ever commandline SSG enters.... the cost is ZERO. They lose absolutely nothing if the give us a level1 hireling or an Otto's box....
Typing a command /give all shiny present.... cost the same as SSG giving people nothing at all.... even if it is a +20 heart of wood.
What I lost during the downtime, is not a shiny.... I lost XP.
In 4 days I can get a 1&1/2 lives completed... Some out of date raid item, which most likely will end up being fed to my sentient weapon for 200XP does nothing to replace the 6 million XP I didnt get over the down time..... it does nothing to help me get to the TR finishline.
Like I said, the only thing that the downtime took from me is XP and I for one would like an ottos box to help recover some of that XP... not some obsolete raid item I will never use
So why does it have to be Otto's, then? If it's just code, maybe they could code a binary choice for each account -- Raider's OR Otto's.
I've been away for a while and have returned to working on different characters, and since the days when CitW was fresh, many players have moved on. I have a dark horse alt that surprised me, and I'd like to see it through. This alt would benefit greatly from a Raider's Box, but if they offered a choice, you could also have your Otto's. Everybody wins.
Of course, the key difference may be that Raider's has always been a gift, while Otto's has been offered for sale..
