We already have Racial Variants with the addition of Wood Elves, though I would argue that Drow should be another Racial Variant of the elven race and the Drow Racial past lives should be swapped with another race after said race is added (Meaning if you have any racial past lives for Drow I'd advocate for those drow past lives to count as a new race's past lives on release of said new race), so really much of the proper framework is already in place. Anyhow, the version of the Tiefling from the Races Of Destiny D&D supplement would be a nice touch, heck you could even thematically add intelligence to hit and damage to the racial tree for this kind of Tiefling (In which is my main squeeze on this issue).

It will always be a mixture though, it really wouldn't hurt to have this old version of the Tiefling race.

They could easily call it "Menace Tiefling" as the low charisma is due to their unsettling aura.

wotc is selling 5e, they have 0 interest in everything that isn't "hey look that old module has been reviewed to 5e rules", so unless they add that tiefling variation to 5e, DDO won't see it

you know in 5e there're elf, wood elf and high elf so... if u want that int to hit, etc ask for a high elf instead and just maybe you will get what u want (because that workaround with removing drow and giving future pl is... like not happening, they want to sell that race and make u chug pots and boxes lol)
