New Patron rewards will apply when talking to the patron to get that tiers rewards.

Unfortunately, this means that for bonuses added to reward tiers that already existed pre-patch which you have already bypassed and turned in during your current life there is not a way to obtain them until TR.

Everything in the patch notes are awesome and I greatly approve of it all. Props all around. HOWEVER - for this one quirk - I have only one word to say: BOOOOOOOOO!!!!!!

(I have characters at cap that I planned to never TR again (one of which I have worked hard on to get to almost max favor (only a few points away atm) and have already collected the rewards currently available), so this makes me a sad panda)

Does this mean that the Harper's clickie (Lesser & Greater Harper Pin) is now gone or are the SKill bonuses in addition to the clickies?

This will "encourage" them to tr. This gives greater chance of need to access DDO store and the like so good for business.

It's awesome that additional favor rewards were implemented. It's terrible they way it was done. If you have already taken your rewards, your done? There must be a way to have the patron check current favor vs current rewards. Max level characters are just out of luck unless you TR. Not cool at all.

I imagine not. Only Heroic/Racial TR-ing resets your favor.

Yes and no. If you've already gotten your favor rewards on a character then unfortunately you're SOL on getting them the new ones. According to devs you must TR (Heroic/Racial not Lesser/Epic) to collect the new favor rewards. Sucks for me! I just final-TR'd my last two mains last month.

Yes, better recordkeeping. I'm cautiously optimistic that the other work we did will mean that it won't be needed.
