I've been on the racial train forever (playing casters) and I'm looking for a change.
Not good at building
I'm looking for a pure ranger I can take to 30 in play in mid-reaper level content (frequently solo)
Elf - need the racial, want the displace clicky,
Scimitars.
Dex based.
Not too worried about enhancements as they're pretty fluid - but a listing of feats would be greatly appreciated

There aren't many absolutely crucial feats to pick up as a melee Ranger since they get so much for free. Here's a list of my personal recommendations:

Best Heroic Feats:
Improved Critical: Slashing
Precision
Dragonmark of Shadow (in your case)

Decent Heroic Feats:
Dodge, Mobility, Spring Attack
Empower Healing, Quicken
Weapon Focus: Slashing
Two Weapon Defense

Epic Feats:
Overwhelming Critical
Epic Damage Reduction
Epic Reflexes
Any decent heroic feat

Epic Destiny Feats:
Perfect Two Weapon Fighting
Elusive Target
Dire Charge

Legendary Feats:
Scion of Ethereal Plane

As for enhancements, you definitely want minimum 42 points in Tempest and 21 points in Deepwood Stalker. I personally spend a bit more than that in those trees but you can arrange the rest of the points pretty much however you want (grab the dragonmark, etc).

If you're going to be playing at 30, make sure you level up Hide as you level. This powers Scion of Ethereal Plane which is a significant damage boost, even if you don't plan on doing any sneaking. Another thing to consider for endgame play is that one of the best light melee weapons right now is Flow from the Strahd raid, which is a Rapier with Guardbreaking on it. You'll need to swap in Weapon Finesse and Improved Critical: Piercing if you want to use this weapon at 30.

Note that currently Elves cannot take their DM of Shadow. Dev's are aware of the recent problem and working on it.
