Heroic versions of Legendary raids

Please create heroic (or low epic) versions of legendary raids.

"Needing" to stay at cap to run the new content is annoying, and staying at cap just so you can use the raid loot is silly.

I understand you are not making non-legendary raids to screw over people who duped raid bypass timers (and the people who bought them, and people who bought astral shards to buy them off the auction house). I'd accept removing RBT from the game if it led to heroic and low-epic raids.

Been suggested before, I don't have a link but... The dev response was basically raids are meant to be legendary encounters, soloing heroic raids overlevel is not at all heroic.
