Long story short, the Legendary Nightmare Guard Proc isn't worth raiding for as it is not noticeably better, while the legendary Slay the Living Proc is noticeably better.

The new legendary Nightmare guard item does not proc any more often than the level 28 cloak of night

The new legendary slay the living does proc more than its predecessor, so the new bastard sword is totally worth it.
