Cloak of the mountain still has a short pause and awkward slowdown while a spell is being cast during movement. Per the item description no such delay or slowdown should occur. Tested using Divine Favor on a Paladin. The delay was about 1 second. This may be an issue with the casting animation not being fluid enough during movement.
