Indeed, it's a bug completely separate from the one I posted, and it only seems to affect the Brightbane Emeralds.
So to sum up all the "Command" effect bugs:
"Command +X" is bugged. It should add +X Insightful bonus to all CHA skills, but instead of adding the stated X value, it actually adds a higher value (this value, let's call it Y, corresponds to the "Insightful Alluring Skills" bonus of that level, which is the same as the Cannith Crafting Insightful Skill value for said level). This still correctly counts as an Insightful bonus.
This affects named items and randomgen items (namely "Celebrated" ones). Therefore a decision needs to be made, while keeping in mind that Command affects UMD on top of the other CHA skills (unlike Insightful Alluring Skills, which doesn't affect UMD):
Do you A) want to bring the actual bonus (Y) down to what's listed (X), in order to keep the balance between Command & Insightful Alluring Skills and avoid UMD inflation? Or B) do you wanna increase the values stated in the effect's description (X) to match what is actually being granted (Y), thus nerfing "Insightful Alluring Skills" (as it doesn't grant Insightful UMD) and also VASTLY increasing a character's available UMD at every level from 1 to 30?
At level 10 for example a Command +4 item currently actually grants +6 Insightful (and thus stacking) UMD. I suppose a third option would be to decouple Command from UMD altogether and keep the values of the current bonuses (Y), and updating the description values (X), but then Command essentially becomes the same as Insightful Alluring Skills.
Additionally, the Brightbane Emeralds have a separate bug altogether: they are typed as Competence Bonus (should be Insightful). Worthy of note is the fact that their numerical value is correct if they were actually typed as Insightful as intended (+4 for the heroic one, +7 for the legendary one), meaning they don't suffer from the aforementioned bug that plagues all other Command items (and if we reference solutions A and B above, it seems like you're going for solution A - this does sound like the most sensible one)
Lastly, the -6 penalty to Hide from "Command" is not listed when you hover over the Hide skill to see what's affecting it.

As you first enter "ToEE: First Level and Earth Temple", there immediately is an interactable [Scroll] on the right. When opened, it is "Scouts's Notes"*, and goes on to stress (in all-caps) that the quest can be "...VERY DANGEOUS".
Dang.

Acolyte of the Skin's Fiendish Symbiosis states "You gain 100% Fortification", but my fort remains unchanged, even when I have less than 100%.
Exalted Angel's Angelic Body reads "While in your Exalted Angel Destiny Mantle, you are immune to Natural Poisons and Natural Diseases", but I still can catch Filth Fever, which is a natural disease.
When I purposely refuse to pet the pseudodragon in Under the Cover of Darkness my character "*sob*". My character has: committed genocide against a tribe of drow in VoN3, eradicated a peaceful sovereign host congregation aiding the downtrodden in Purge the Heretics, fell for the temptation of the dark vestiges by accepting all of their gifts in Sealed in Amber and opted to kill Victor Dabonaire in Best Laid Plans and freed Chance Craven in Roll Call instead of leaving them for the authorities. Despite all of these acts of ineffable turpitude my character is brought to tears over refusing to pet a pseudodragon that isn't even theirs.
[UPDATE!!] I was killing a trio of Dread Celiophysis in IoD wildy close to where the stone giant rare spawns and after FoDing the second one received the Spider Exterminator II mm achievement.

[UPDATE2!!] The pirates that spawn in IoD wildy where the kopru rare sometimes spawns don't always "activate". When this happens they do not move, they cannot be spoken to, you can walk through them and aoe heals such as from the EA mantle can heal them.
