Why? It should be a chaser item that keeps WPM interesting for a couple years.

All it does is opening up more things to run for.. that alone should make it a common not a rare drop..
We are back to
Sigils of Leveling

they seem like a pretty common drop to me. I see one every 3rd or 4th run in the groups I have been in.
Kill'em all and let their favorite deity sort'em out
