Druid/Barb MC and number of total Rages

I got a Barbarian 9, Druid 6 at level 15.

Barb 9 gives 3 Rages. I went up the NP Bear Rage tree all the way. Two of these enhancements say they give two Rages each, so that's 4 more. Actually the first one says two charges which is inconsistent language but I'm nitpicking here.

Yet I'm at 5 total Rages instead of 7. What am I missing here, or am I being robbed of two rages aka bugged?

I did 18 druid/1 barb/1 FvS. I had 11 rages from levels and enhancements. 1 barbarian+4 Nature's Protector+ 6 FB. You should have 4 from the Rage of the Beast line and 3 from barbarian. So I assume they don't stack or you are missing 2 rages via bugged. If you ever figure out if it's WAI or a bug, and remember, please come clarify.
