DDO Always Asks Me If I Want To Use DX11 Every Time I Boot It Up

As above but, it also resets all my settings to defaults, it even happens if I don't change anything afterwards, and always plays the beginning cinematic. I am running the game through Steam.

Seems like a UserPreference.ini problem - it's in Documents\Dungeons and Dragons Online.
It gets written when you exit the game properly (properly as in not-crashing. if your client crashes none of your settings are saved).
It may be corrupted or read-only in some way.

First, like any other file related problem, try running the launcher As Administrator - sometimes an update doesn't get fully implemented, for various reasons, so this helps with it.
If that doesn't work; make sure your DDO launcher and client are not working, then remove or rename the file and try again.
