Hope you're not serious, Clerics got a major bump with Domains, they're fine as is (if anything they could be toned down a notch, there was no need to give them earthquake...).

Clerics have not yet gotten an enhancement pass as part of the ongoing overhaul. Neither have Sorcerers. But just as Sorcerers got the elemental weakness effect at the same time it was added for Druids, Clerics get the War Priest changes at the same time those are being added for FvS.

If anything domains should be tweaked down a bit; and players should be able to take 2 domains once they are properly balanced. Even if that means the player doesn't get the second domain choice til say 12-15+.

I'd much rather the situation align more towards tabletop in a balanced reality, than merely nerfing the domains and leveling them as a singular choice.

And I'm afraid Earthquake is a Cleric spell in tabletop, just like Evard's is a spell for Wizards. Sometimes DDO does things a bit out of order, but hopefully it all gets finished in the end.
