Can anyone confirm? Dragonborn Arcanum spellpen

I was confirming my DCs and Spell Pen yesterday after having completed all the past lives I want to do for a while and found something odd. My spell penetration rolls were coming up 3 short of what I had projected.

I tested by going out to Into the Mists, triggering the wisp ambush at the very start of the quest, and casting a Finger of Death on a wisp. Because they have stupid high SR, I always fail the spell pen check and I can always see the roll result. I tested in reaper, elite, and normal difficulty.

My spell pen breakdown is as follows:

The odd thing was when I cast on the wisp, I received a fail with a +62 on reaper, and a +59 on both elite and normal.

I started stripping off gear and resetting enhancements, thinking something wasn't being applied correctly and every change I made reduced my spell pen by the correct amount until I reset my Dragonborn enhancements. I actually removed all spell pen feats, got rid of my spell pen twist, removed all spell pen gear, changed to Divine Crusader, etc until all that was left was my Warlock levels, my past lives, and my ship buffs. Those tests came out perfectly at +30. Then I started adding things back in. Even at that base of +30, when I put points back into Dragonborn Arcanum, it didn't change my spell pen results at all. Still +30.

Can anyone out there confirm for me that their Dragonborn Arcanum spell penetration is actually working?

A little extra info, I confirmed that the +spell points were applied from arcanum, but the spell pen wasn't. I also confirmed that it didn't matter if I purchased 1 rank or all 3, no spell pen difference at all. I copied my character over to the test server and tried there with the same result.

I was wondering if you ever confirmed this. I'm having a similar issue doing the same testing.

I'm playing as a sorc leezard right now and confirmed that it does work correctly for sorcs. I'll make a throw away lock tomorrow to see if it's a class thing.
