Sneak attack is not limited by armor, you actually don't even need to be sneaking to inflict a sneak attack. It is only limited by "who has the attention". Keep in mind sneaking is harder the heavier the armor you where - think tin cans strung behind a ford truck when thinking of heavy armor.
Rangers have Light Armor Proficiency. If you do not take the medium and heavy armor proficiency you will take a penalty to your To-Hit wearing heavier then light armor. Additionally, heavier armor does apply penalty to some skills such as sneak, swim, jump, tumble etc.
Some spells have an Arcane Spell Failure chance, most Ranger spells do not have this penalty, but this could effect scroll use if UMD is something you utilize
you can sneak attack with armor, shield, whatever, simply the enemy is the one that needs to be "vulnerable" to sneak attack, i.e. allow it by definition or having some debuff/situation that allows sneak attack (aggro on another player, blinded, etc)

You only get PRR bonus for armor you're proficient with. A pure ranger will get 0 PRR from heavy armor, unless he spends 2 feats.

- Pure rangers don't get medium / heavy armor proficiency feats, which you need for full benefits from armor.
- Evasion requires light armor or robes to function.
- Some Tempest bonuses only apply in light armor or robes as well.

Yes I am thinking of taking 1 or 2 levels of fighter
to get the heavy armor proficiency and especially
the extra feats.
From my understanding, taking 1 or 2 levels of
fighter does not change much, over taking ranger
levels. The BAB is the same, I think.
I know I will be giving up a favoured enemy. That
sucks. But I need to take an extra feat so that I can take
a fighter feat and with the freed up ranger
feat, take quicken.
Am I missing something ? Besides the favoured
enemy, what am I giving up by taking one or two
fighter levels over ranger ?
You have to look at what you get for two fighter levels vs what you give up on Ranger Levels 19 & 20

Looked it up.
The wiki says you gain 25% to your attack speed, which is amazing, but then there is a note that says it's actually 12%, which is still very good, enough to make me reconsider taking other classes (and thanks for the heads up), but is it 25% or 12% ?
And does it stack with speed items ? In other words, if I get a 10% increased attack speed item, does it make this capstone enhancement obsolete?
