It is critical, elemental arrows scales with spell power so the more the better

If you use Elemental Imbues for damage you'll definitely want to max out spellcraft. If, otoh, you exclusively use Paralyzing Arrows it's not a necessary skill to have.
Also something to keep in mind, if you are a paralyze build and use Scion of Feywild, you can invest into perform to boost the sonic damage. I utilize this on my paralyze build and the damage boost is quite noticeable.
It helps. I wouldn't consider it critical.
1 Spellcraft = 1 spellpower = +1% of base imbue damage.
The highest scaling damage you can get is pretty much 9d8 + 2d20; which averages to 40.5 + 21 = 61.5 base imbue damage per hit. 1% of this is 0.615 damage per point of spellcraft per hit.
Which means your awesome +22 enhancement, +11 insightful, +6 Quality spell-craft item is adding a little less then 24 damage per hit at endgame.
This is nice, because every source of stacking damage you can get is nice; but to put this in comparison, a real spellpower item like a Panasonic circlet is much more important. It grants nearly 130 imbue damage per hit. I consider +130 damage to be critical to the build, +24 stacking ontop of that as nice fluff.
In terms of spending skillpoints: 23 ranks in the skill = up to 14 damage per hit. This is likely better then anything else you can spend skillpoints on except for UMD.
