Because, warlocks, favored souls, druids, artificers exist. Wouldn't even need the same bonuses of the exceptional crit and spellpower as the robes as long as it can achieve the set. Seems like an oversight.

And we already have light armor in the set?
If not, shouldn't light armor be included into the set first?
While I don’t like much balancing with gear, in this specific case (extinct robe casters) it seemed logical to create a strong caster robe, kind of a risk & reward thing. I will personally see if I can fit in the set on my FvS ( right now the cha gloves is too hard to pass up for it ).
Just go with Adherent of the Mists + 5-piece Slavelords' Sorcery and use any armor fits your toon.
