Logon servers down?

Trying to log in to Ghallanda. It's just stuck cycling back and forth from "Loading character data..." and "Loading subscription data..." The connection speed (?) keeps changing anywhere from .001 to 1.93 Kb/s, but mostly stays from 1.3X to 1.4X Kb/s.

Edit: Got a Game Error of "The logon server is full. Try again later."
