Look like you need to play with your resolution settings. On a laptop i would try to match them up first to see if it looks okay.
Seriously? No-one?
Why is my UI so tiny? How do I get the old UI back? I can barely see my in-game chat, hotbar icons etc.!

Try to use auto-detect best settings. If the system found it, change the resolution to the one you want.
Or just copy the UI settings from your old system to your new system.
Check your OS resolution settings, too. Does they differ from before?

Assumption (could not understand your ramblings clearly): Your new laptop has higher resolution than your old potato. Your icons look small.
Unfortunately, icons and UI cannot be scaled in DDO.
Solution:
* If you were willing to play in full screen mode, you can use the in-game resolution settings
* If you don't want to play in full screen mode, you would have to change the resolution in Windows.
