For a human nuker are these two feats a must? If not what other two feats are good replacements? Master of Fire and Epic Mental Toughness?

only thing required by a human who wants to nuke is a tv dinner and a microwave other than that you can lay ddo however you want

Ruin/Greater Ruin are nice since they're unblockable/no save damage, but they also cost a fair bit of sp and the meta's aren't free. Master of [Element of your spec] is definitely a solid option to replace one, but Epic Mental Toughness might not be the best for a secondary option. The +1 Spell Crit and +200 sp are nice, but not sure how they stand up vs Wellspring of Power or Intensify Spell. Master of [Secondary Element] is an option too
