The issue is there are different types of DPS. There's melee, ranged, casting, AoE, and etc, and not one build will do maybe more than 1 well and another suboptimally. If you're talking about:
Melee: Monk or Vistani Druids
Ranged: Shurikens or capped blasting lock
AoE: Capped Warlock or Tree Build
Caster: Skilled Sorc
A pure 20 radiant servant cleric can keep a full raid of 12 people up and fighting, and is thus responsible for more dps than any other player.
Top dps at which level anyway? Because you're likely to find quite different builds at levels 3, 6, 12, 15, 20, or 30.

I can only conjecture but for melee, I bet a wolf exploitation build; ranged, some endless fusilade type or the classic monkcher furyshotter. /boring stuff
Assassin dps got better with doses of vistani but it makes them even squishier...that is fun tactical play—

I agree. Some builds can start off with a kick in the face and never get much better. Some, like shuriken builds, don't reward a player til the back end of epics. Some are great at around 20 and suck everywhere else. Of course, a lot of it depends on the player. A player enjoying a well built above moderate ok-ish dps build can will often do better than the player with an awesome-uber-ultra FOTM DPS build who isn't into it (or doesn't know how to play it).
For example; if you look right now; at level 29-30; monks have the highest possible melee damage in almost every category due to a single named item. From levels 1-28 they'll have lower damage then many of the other top-damage builds such as Fighter or ranger.
While if you look at level 1; there's nothing which can hold a candle to a simple strength-based 2-handed barbarian with improved power attack (in terms of damage). Except maybe a repeater build with a ton of pastlives stacked behind it.
