Brilliance Not Working

On Lamm I LTR'd into a Aasimar 12 Ftr 5 Lock 3 FvS to mess around and Brilliance isn't applying at all, not to me, or others. Not sure if this is the right place.



Update: After no one seemed to be able give me answer, I figured it must no work in public anymore, only in quests.

these days brilliance does not proc in public areas
it used to but now it does not.
have you been inside a quest / wilderness to test?

Finally figured that out after no one seemed to be able to answer me. Was coming back here to update.
