I would say it would make sense if a rare named ingredient can drop in a quest and only with a high crafting skill you can make use of it.
Most players I read on the forum think Cannith crafting and named loot and random loot are contradictions but I assume that's based on the common opinion that if someone wins something another one must lose something.
But in my opinion named loot and Cannith crafting can go hand in hand and basically also random loot.
This idea with named shards would be a good step in the right direction in my opinion.
Something similar was already there in the past with the ingredients you got as quest rewards in certain adventure packs.
I could also imagine that you can deconstruct a named item and out of this deconstruction process you get a named ingredient and this can be used for a named shard recipe.
And you maybe have always only a chance that you successfully craft a named shard even with maximum crafting level.
