Agreed whole heartedly. I finally got around to making the eternal wand for the sake of scratching a curiousity piece involving arcano-technician's capstone and boy was I not prepared for the micromanagement of buying the upgrades piecemeal.

On one hand, you are right but on the other, it would almost double the needed recipes and I am undecided what I prefer, but I think I tend to your suggestion.

For me, it is foremost sad that you can not have one level 28 item that scales with your level.
If I want this function for a Spectral Dagger set I need FOURTEEN Dagger instead of two!
And they are even bound to the character I just don't have space for this so I dropped the entire idea.
And therefore I don't use ingredients for any bound to character items.

Yeah, I got some augments and had just enough ingredients left over for a spectral throwing dagger, so I was like, hey, it won't hurt to have one. But I forgot that they were BtC so I bought it on the wrong character who will never use it.
