Heal Amp Working As Intended?

I was disappointed to find that Cannith Crafting Heal Amp (I assume enhancement, but it doesn't say) did not stack with the Purple Dragon Gauntlets (with Heal Amp 60 Competence). Is this a bug or are they both "competence" and not meant to stack? Anybody know?

They are both competence and not intended to stack. Mysterious items and greensteel are the only item that I can think of off the top of my head that stacks with other items.

they changed it a while back

it used to be different values stacked

now its by type.

Six different types of heal amp from items which stack together, although Insight is only available from Jidz-Tet'ka while in Fire stance so not relevant to most builds.

Actually five, because Hardened Hide Armor is bugged and grants Exceptional bonus instead of Quality as indicated in the description.
