The first sentence indicates if you take the Elemental Damage enhancements from the Elemental Arrows line, they will also boost Force Arrows by the same number of dice. Though note that Force Arrows is d4/d6 while Elemental Arrows is d8.
The second sentence indicates that Force Arrows imbue scales with Force Spellpower just as Elemental Arrows scale with the relevant element Spellpower. +1 Spellpower = +1% damage, i.e., having 100 Force Spellpower means your Force Arrows do twice as much damage compared to 0 Force Spellpower.

So even if I don't plan on using the elemental arrows, it's still worth it to take the enhancements cause it will boost the force damage yes?
And, it is prudent to wear an impulse item then?
Yes and yes.

99% certain my setup uses tier 5 AA considering the build, so it should be roughly 7d6 base force damage.

They used acid damage. You get both more dice with acid damage AND larger dice. I just like force better because it's easier.
