Paladin bug 8/3/2017

Hello all my freind is having issues with his paladin character he plays recently and was hopen besides reinstall the game if there is a way he can fix the issues. his lvl 1 and 2 spell books wont work he cant buff ppl up his sheild bash cooldown is reset at 1min instead of 30sec from enhancement line he had to reset the line to fix that part but he try to repair the game nothing happens log out sent a bug. its been 2 almost day 3 now. from what i understand his paladin character is having alot of issues and his spell are still not working.

1) Not being able to cast spells

Is his wisdom high enough? He needs 11+ to cast lvl 1 spells, and 12+ to cast lvl 2 spells.

2) Cooldown on Stunning Shield

It sounds like he had the enhancement on his hotbar with 1 rank in it (which is 1 min cooldown), and then later put two more ranks in it. The way the system works, he has to drag it from character sheet's enhancement tab again to update it to the new version, and get the lower cooldown.
(this applies to all enhancements - whenever you put more ranks into one, drag it down to hotbar again, or you'll keep using the old, lower-rank version)

We'd need to know a bit more about his character too be sure (level and stats, specifically wisdom.) but here are my thoughts/suggestions.

As far as spell casting goes:
Does he have at least a Wisdom of 12? To cast spells Paladins need 10+ the level of spell they want to cast in wisdom.
Does he have spell components for the spells he's trying to cast? (Not all spells need them but some do.)
What level is he? Paladins don't start getting spells until level 4.


As far as enhancements:
Some enhancements need to be dragged back to the hotbar if you upgrade them from a lower tier in order for it to work properly.
