I believe it cannot be crafted on a ranged weapon, but can be crafted on gear thus it should have the chance to proc on each attack and each bolt for a repeater. You just can't craft it on the weapon itself.

Huh. The "Cannith Crafting Planner Lite" tool shows both Tendon Slice and Insightful Tendon Slice as craftable on ranged. Thanks for the warning, I will carefully review what actually works before I waste any valuable mats.

I use a Tendon Slice item all the time on my repeater-arti, and yes, it has a chance to proc for each bolt. It's quite useful. The more you have the better.
