Help with Insightful Spellpower

So i made an insightful corrosion and radiance shard which go in a weapon suffix slot but when i tried to craft it on my level 8 weapon it didnt work. Is there a min level for insightful spellpower????

The Insightful Spell Power requires a Minimum Level of 10 to be used as a Suffix on Weapons.
